Julie Noobler, Director of Metro Behavioral Services, discusses Choose to Change, an innovative violence prevention program that focuses on trauma. Jamie Ellison, Program Director for Redeploy Illinois, talks about her program to reduce juvenile incarceration rates while saving the state money.
